Rationale

These changes are essentially housekeeping. They take account of the availability of 4th year Special Topics courses and of the fact that the 4th year IT course ITEC 410/411/412 on VLSI Design was not developed and will not be offered. In its place a course on Wireless Communication was offered using the Special Topics numbers.
