Rationale: LING 130 is no longer being taught in a manner that makes it
necessary for this program.  (Note: The change in the title of LING
221 is proposed in a separate calendar revision.)

Quoting Dean Mellow, LING UCC Chair:

> We in Linguistics are planning to remove LING 130 Practical Phonetics from
> our program requirements for Majors and Minors and shift much of its
> phonetics content to LING 221, which will be renamed. We would not be
> offering LING 130 in Burnaby after Fall 2008.
> 
> Thus, at a Department Meeting tomorrow we will discuss the following motion
> and its calendar changes. Linguistics faculty thought that we would not need
> to replace LING 130 with another course because the Joint Major already had
> an extensive number of required courses and no other lower division course
> was seen as especially valuable to the Joint Major.
